Arrival Information

All foreign passengers arriving into the Philippines must complete the eTravel System – a digital data collection platform – within 72 hours (3 days) prior to your arrival into the Philippines. IT IS FREE TO REGISTER. NO PAYMENT IS REQUIRED.

You can set up your account in advance as it takes a bit of time to complete! And then register your travel within 72 hours of your travel.

Some tips:

  • ‘CCT – TAGAYTAY RETREAT & TRAINING CENTER’ comes up as a hotel option.  
  • Reason for travel: CONVENTION / CONFERENCE
  • At the end: take a screenshot or download the QR code before closing or exiting eTravel. You’ll need to show it prior to boarding your flight.

Travel Vaccination

At NAIA Airport, Manila

Getting Between Terminals

Ninoy Aquino International Airport (NAIA) in Manila is the main international airport serving the Philippines. There are four terminals at NAIA airport.

All Forum delegates flying internationally into Manila will arrive at Terminal 1 or Terminal 3. The terminals are in separate buildings and are not directly connected. 

If you have to move between terminals:

  • The Inter-Terminal Shuttle bus: These free NNIC shuttle buses are exclusively for passengers with connection flights at other NAIA terminals. You cannot take this bus if you do not have a connecting flight at another terminal. Present your connecting plane ticket to use this free 24/7 service, which departs every hour at all terminals.
  • UBE Express: UBE Express NAIA-Loop operates between 5:00 AM to 8:00 PM.  This route has no set pick up time as the bus will loop between airport terminals picking up and dropping of passengers. Expect waiting time of 30 minutes to an hour. Cost: ₱50 (cash)

  • GrabCar: Consider using a ride-hailing service to get between terminals. You can install the Grab app, or look for the Grab booth  where someone will be able to order the transport for you.

Getting Local Currency (Philippine Pesos – PHP)

Here are some options for getting local currency at NAIA Airport:

  • Withdrawal from ATM using your bank card: ATMs generally accept international cards with Visa, Mastercard, Cirrus, or Plus logos. Local ATM fees may apply, often around PHP 220–250 per transaction. Your home bank might also charge foreign transaction fees.
  • Withdrawal from ATM with a multi-currency debit card: If you have a multi-currency debit card like the Wise Card, you can withdraw Philippine Pesos from ATMs at the current mid-market rate and pay a small exchange fee for it. Withdrawing using a Wise card is generally cheaper than withdrawing using your bank card at the airport.
  • Currency Exchange Counters: There are several currency exchange counters located at the terminals. So you could bring some common currency like USD, EUR, GBP, SGD, CAD, AUD etc. to exchange at these counters for PHP.

Getting to CCT Tagaytay

While at NAIA Airport, do not accept unsolicited ride offers – especially from individuals approaching you inside or just outside the terminal, even if they have official-looking transport information cards.

We had initially planned to offer one bus pick-up for all delegates at the airport at a fixed time on Sat 10 May. However, with arrival times on Sat spread so widely, we will group passengers based on arrival times and will recommend a transport option for each group.

Note about Transport Costs:

  • Transport to CCT Tagaytay on Fri 9 May is to be covered/shared by the delegates themselves.
  • Transport to CCT Tagaytay on Sat 10 May will be covered by ARI.

OPTION 1: COUPON TAXI

PLEASE READ THIS SECTION CLOSELY IF YOUR GROUP IS PLANNING TO TAKE A COUPON TAXI TO THE VENUE.

Coupon taxies charge a fixed rate based on your destination. The rates are prescribed by the Land Transportation Franchising and Regulatory Board (LTFRB). 

The fixed rate to CCT Tagaytay (Kaykulot Road, Tagaytay City 4120, Cavite Province) is ₱1,560 regardless of vehicle size plus two-way toll fees. Toll fees will vary depending on route taken. An approximate total cost with toll fees included is ₱2,000 – ₱2,500. 

There are sedans, SUVs and van Coupon Taxies. If you request a larger vehicle, you will need to wait until one is available, but the rate remains the same. You can identify coupon taxies by the yellow and blue numbering on the sides of the white vehicles.

To use a Coupon Taxi, look for the Coupon Taxi counter.

  • At NAIA Terminal 3 Arrivals, the fixed rate coupon taxi counter is located at the curbside at Bay 6, just outside the arrivals area. Exit the building, cross a line of traffic on the pedestrian crossing, and look for the kiosk to your left.
  • At NAIA Terminal 1 Arrivals, the airport coupon taxi counter is located at the curbside, beside Bay B4.

As soon as you leave the building, there will be a lot of people wanting you to book their taxi. Smile and continue through, aiming for the Coupon Taxi booth. There will be employees there who are happy to help you.

The government approved rate to Tagaytay is fixed at ₱1,560, plus two-way tolls (cost of tolls varies slightly but range from ₱500-1000 ).
 
The Coupon Taxi booth employees will likely start with a higher price. Your response: “My colleague emailed curbside management, who told her the fixed price was 1,560 pesos. Two of my colleagues did this trip yesterday for that price. I would like the same price.” You might have to say it a few times, and give them time to confer. Keep your nerve! 🙂
 
The employee will provide you with a dispatch slip with the destination and agreed rate written on it, and then introduce you to your driver. 
 
The fixed taxi fare and return toll fees are to be paid to the taxi driver IN CASH at the end of the ride. Ask the driver the total price with toll fees so that you know how much to expect.
  1. For travel outside 10 May: Please ensure you have enough cash in small change for this purpose.
  2. For travel on 10 May: Sarah will be on hand at the venue with cash to pay your driver. Please have one person Whatsapp Sarah (+44 7983 823 586) so that she knows your approximate time of arrival. WIFI is not available at the curbside.

Please keep the dispatch slip and do not hand it over to the driver. There are contact numbers provided on the dispatch slip in case you have any complaints about the trip. Additionally, agency hotlines are available for immediate assistance throughout a passenger’s journey to their destination.

If the driver tries to haggle the price, politely remind them that the coupon taxi fare is fixed (₱1,560) as per the dispatch slip. An approximate total cost with toll fees included is ₱2,000 – ₱2,500.

OPTION 2: PRIVATE VAN / BUS / CAR

We may book a private car / van / mini-bus for certain groups or at your request. These are likely to be more expensive than the official fixed rate for coupon taxi, but less unpredictable.

For travel outside 10 May: You will need to share the costs among the passengers. You can confer with your group whether to take a private vehicle or a coupon taxi.

Note about Ride-Hailing Services like Grab

There are a number of ride-hailing services in the Philippines like Grab that allows passengers to book GrabCar rides via their mobile app and pay using cashless payments. Fares for GrabCars are disclosed upfront and will stay fixed no matter how long the trip takes. However, based on the research we have done, it is quite difficult to find a driver that is willing to drive you to Tagaytay because it is quite a distance from the airport (1.5 hours away), and the driver is unlikely to get passengers for their return trip. 

You can however use ride-hailing services for rides within Metro Manila. You can install the Grab app, or look for the Grab booth where someone will be able to order the transport for you. At Terminal 1, the Grab booth is located at the Arrivals pick-up bays / curbside. At Terminal 3, there is now a centralised hub for ride-hailing services located within the multi-level parking building that provides the Grab pick-up point as well as dedicated booth for bookings. To go to the Grab hub, look for the green Grab signage throughout Terminal 3’s arrival area.

About CCT Tagaytay

CCT Tagaytay Retreat and Training Centre

The CCT Tagaytay Retreat and Training Center, opened in 2011, is on six hectares of rolling terrain in Tagaytay, on the island of Luzon in the Philippines. It is located about 60km or about 1.5-2 hours from NAIA airport. The venue is run by the Center for Community Transformation Group of Ministries, a network of nongovernment organizations that minister to the Filipino poor.

On site, the dormitory buildings are next to outdoor activity areas, including a swimming pool, basketball and volleyball courts, a ‘mini’ football field, an amphitheatre – and an obstacle course!

Helpful info:

  • Tagaytay has a mild tropical monsoon climate. Our best estimate is high 20s / low 30s with some humidity. There is AC in the rooms.
  • The general dress code is casual, plus something more formal or celebratory for the Fri night dinner.
  • Currency: Philippine pesos. Cash is the way of things here. You are likely to need some cash for transport, the on-site café or souvenir shop to buy ‘pasalubong’ (literally meaning ‘something brought back’, referring to the Filipino tradition of bringing gifts or souvenirs back from a trip for friends and family). PLEASE NOTE THAT CARD PAYMENT IS NOT ACCEPTED ON SITE.
  • Electric plugs/sockets: there are multiple outlet types used in Philippines – Type A (two flat parallel pins), B (two flat parallel pins and a grounding pin) – as used in North America – and C (two round pins, as in Europe). The most common are type A/B. The system operates on a 220V supply voltage and 60Hz. For further info, visit www.travel-images.com/electric-plugs.html.  
  • WIFI is available on site. Ensure your mobile phone’s roaming capacity is off or check your phone’s data plan. A Rocha cannot be responsible for roaming charges.
  • Bring: Cash, refillable water bottle, travel mug, flashlight / torch, ear plugs, any medication you may need, sunscreen, insect repellent, and, if you wish, running shoes and swimsuit. Flip flops (shoes that can get wet) and/or umbrella may be useful, but not necessary. Things dry quickly.
  • Bedding and towels are provided.

  • Printing is not available on site. If you wish to have this document in paper form, please print before traveling.

  • CCT is a smoke-free and alcohol-free venue.
  • No outside food to be brought on site, and no food to be consumed in the rooms please (anti-ant!). There is a café (cash) on site if you are hungry outside of meal times.
  • There is also hot / cold water from a machine when you wish: bring your own tea bags if you like a particular brand!
  • We are asked to be quiet / lights out (ish) after 10pm – people can talk in our two smaller meeting rooms but quietly.
  • They have a strict evening meal time of 6pm, as their staff need to have finished their work and go home at 8pm. That means we’ve had to change our schedule, and that we’ll be a bit tight between the Learning Circles (shortened – apologies!) and the evening meal. We also need to be prompt, as they need us all present before they can serve. The good news is that we then have a chunk of free time after dinner! Thank you for your understanding and help in making this work.

To be confirmed: We hope to have a morning outing on Wednesday, possibly to nearby Taal Lake, a freshwater lake located within a complex volcanic caldera. The active Taal Volcano, responsible for the sulphur content of the lake, is located on Volcano Island in the centre of the lake, known as Volcano Island. In the centre of Volcano Island lies a crater lake known as Yellow Lake, which has its own small island, Vulcan Point: an island in a lake, on an island in a lake, on an island!

Departing CCT Tagaytay

ARI will arrange a number of vans to take Forum delegates to NAIA Airport Terminal 3 and Terminal 1. If you are flying out of Manila later in the day, you will have a longer waiting time at the airport – or time to explore Manila! 

For those leaving early in the morning on 17 May, we will arrange a driver to take you to the airport. There are two morning departures: 5am and 8am – please refer to emails for your assigned transport.

For the remaining delegates, we need to vacate our rooms by 11am on Saturday, 17 May. An early and shorter lunch has been arranged from 11:45am – 12:30pm. The vans will depart at 12:30pm from CCT Tagaytay.

If you are departing CCT Tagaytay earlier than Saturday 17 May, we suggest arranging a private vehicle to drop you off at the airport. We will put you in touch with other delegates travelling on the same day to help you share costs.

If you have a long wait at NAIA Terminal 3, there is a 210 meter pedestrian link bridge called Runway Manila on Level 4 that connects Terminal 3 to Newport City if you wish to explore the area. Newport City is a development primarily designed for upscale residential, commercial and entertainment purposes, but nearby barangays (residential neighbourhoods) like Barangay 183 and Barangay 191 are more local in character, with sari-sari (sundries) stores, small wet markets and carinderias (affordable eateries).
